BY-LAWS, COCHRANE SEARCH AND RESCUE ASSOCIATION ARTICLE II — MEMBERSHIP
Section 1 — Eligibility for membership: Application for membership is open to any person residing in the Province of Alberta and being of the full age of 18 years. Persons aged less than 18 years with signed parental consent are also eligible and may become a member by a favorable vote passed by a majority of the members at a Regular meeting of the Association. New members must support the purpose statement in Article I, Section 2. Membership is granted after completion and receipt of a membership application, payment of annual dues, and approval by the Board; all memberships must be ratified by a majority vote of the Board. See Operating Procedures for further details.
Section 2 — Annual dues: The amount required for annual dues shall be established by a majority vote of the members at the AGM. Continued membership is contingent upon being up-to-date on membership dues. Dues are payable on the first day of each year in advance or on admission as a new member.
Section 3 — Rights of members: All members in good standing have the right to vote at any Regular meeting of the Association as per Articles III and IV. Any member in good standing is eligible to hold an office in the Association. Members are of one class, with equal rights, unless otherwise stated in the articles and By-laws.
Section 4 — Resignation and termination: Any member may resign by filing a written resignation with the Board through the Secretary. Resignation shall not relieve a member of unpaid dues or other charges previously accrued. If any member is in arrears for fees, dues, or course fees, such member shall be automatically suspended at the expiration of three months in arrears and shall therefore not be entitled to membership and voting privileges or powers in the Association until re-instated. Any member upon a majority vote of two-thirds of all members of the Association in good standing may be expelled from membership for any cause that the Association deems reasonable.
Section 5 — Non-voting membership: The Board shall have the authority to establish and define non-voting categories of membership. Non-voting members are not allowed to run for elected positions in the Association. Non-voting members are allowed to participate in all of the Associations activities, but are not allowed to vote.
If a member holds valid membership in any ground search and rescue group other than CSAR they will be classified as a non-voting member.
Section 6 – Security clearance: All members aged 18 years and over are required to undergo a security check. The Board may review any details of this security check. In the interest of privacy, the member being reviewed will be advised of this review. At the discretion of the Board, any items mentioned in the security check may be just cause to terminate a membership. At the Board’s discretion, any member may be given written notice to produce a new security check. Within 60 days of the date of the letter, the member must produce an original copy of the security check. The 60 day limit may be extended at the Board’s discretion upon satisfactory written application from the member. The Board also retains the right to consult with the RCMP on any details contained in the security check, pursuant to the requirements of members of any Search and Rescue group within the Province of Alberta.
Cochrane Search and Rescue will act within the guidelines of FOIP, but reserves the right at any time to release all documents and cooperate fully with any provincially recognized police force and/or judiciary body. |
